2. Approval of the 2022 financial year report of the Keila city consolidation group
The Keila City Council approved the 2022 financial year report of the consolidation group of the city of Keila. The balance sheet volume of the consolidated annual report as of 31.12.2022 is 46,7 million euros, compared to 2021, the balance sheet volume has increased by 0,5 million euros. The volume of fixed assets in 2022 was 42,0 million euros. Compared to 2021, the volume of fixed assets increased by 0,1 million euros. The cost of fixed assets last year was 2,3 million euros. As of December 2022, 31, the consolidation group had 15,3 million euros in liabilities. Compared to 2021, the volume of liabilities has increased by 0,4 million euros. Loan obligations decreased by 0,3 million euros compared to the previous period. Last year, the loan obligation was 12,2 million euros, and by the end of 2021 it was 12,5 million euros. Loan obligations increased with the withdrawal of the last part of AS Keila Vesi's loan for the extension of the school building at Pargi tn 2 and decreased due to repayments according to the loan schedule. The operating income of the consolidation group in 2022 increased by 11,4% and expenses increased by 14,6% compared to 2021. The result of the consolidated annual report was negative -0,04 million euros, the result for 2021 was 0,6 million euros. The net debt burden of the consolidation group was 9,9 million euros, which does not exceed the limit established by the regulation of the Minister of Finance.
In the initial main budget, the amount of income from core activities was 19,8 million euros, the amount of expenses from core activities was 19,1 million euros. The final budget, together with the additional budgets, resulted in the following: the volume of revenues from the core business was 21,2 million euros, the volume of expenses from the core business was 21,0 million euros. Budget fulfillment: the fulfillment of core business income was 21,8 million euros (102,8% of the planned), including the planned income tax of 13,0 million euros, the collection was 13,3 million euros (102,3% of the planned). The fulfillment of core activity costs was 20,6 million euros (98,1% of the planned).
3. Supplementary budget I of the 2023 budget of the city of Keila
The Keila City Council adopted supplementary budget I of the 2023 budget of the city of Keila, which increases the income of core activities in the city budget by 191 euros, expenses of core activities by 621 euros and expenses of investment activities by 128 euros, and liquid assets decrease by 721 euros.
On the basis of order no. 18.05.2023-2/2 of Keila City Government of 132, the results of the simple procurement "Purchase of the ATS system of Keila School (Ehitajate tee 1)" were confirmed. The cost of the new ATS system for the school building, 62 euros, will increase the costs of investment activities. Keila City Government's order No. 300-02.02.2023/2 of 2 confirmed the voting results of the inclusive budget, in which the construction of a playground/adventure park in the area between Tuula road and the left branch of the Keila river was recognized as the best. The funds of the inclusive budget, 45 euros, will be transferred from management costs of activity area 20 – Other leisure, culture, religion, including administration, to investment costs of activity area 000 – Holiday parks and bases. The costs of the investment activity will be increased by 086001 euros in connection with the design of the ventilation systems of the Pae 081031 and Põhja 11a buildings of Vikerkaare kindergarten by 040 euros and 2 euros, respectively.
4. Establishing the land tax rate in the administrative territory of the city of Keila
The city council established the land tax rate in the administrative territory of the city of Keila from 2024 according to the target group of the land as follows: for residential land and land for commercial land, 0,5 percent of the land tax price per year; 0,5 percent of the tax price of the land per year for land profit land; 1,0 percent of the taxable value of the land per year for land with unspecified purpose. The land tax will not increase by more than 10%. The tax exemption for domestic land in 2024 will be preserved.
In 2022, the Land Board carried out a regular evaluation of the lands. Regular land valuation is a market-based land valuation, as a result of which the approximate market value of the land, i.e. the tax price of the land, is determined for each cadastral unit. The previous regular evaluations took place in 1993, 1996 and 2001. In the city of Keila, the total value of land changed by 21,2 times as a result of the regular assessment. The total value of the lands was as a result of the 2001 assessment: 9 euros. The total value of lands as a result of the 866 assessment was: 340 euros, of which the value of residential land is: 2022 euros. In the year 208, the land tax rate in the administrative territory of the city of Keila is 862% of the taxed price of the land per year, except for cultivated land and natural grassland, which has a land tax rate of 253% of the taxed price of the land per year. In 136, the Tax and Customs Board issued 337 land tax notices to landowners in the city of Keila. A tax notice for land tax is not issued if the tax amount is less than 450 euros. There are approx. 2023 owners of plots and apartments with a land tax of less than 2,5 euros in the city of Keila in 2,0. The amount of home owner benefits in 2023 in Keila is 2142 euros. To mitigate the impact of land revaluation on land tax, the maximum tax rates have been reduced five times by law (5-5% in 2023, 466-2023% from 76). A 252% growth limit has been set for the annual increase of the land tax. This means that no matter how high the calculated land tax is with the new land tax rate and tax rate, the land tax must not increase by more than 2023% per year. If the land use (purpose) has changed, the growth limit is calculated based on the new purpose of use.
5. The procedure for closing a public road and the tax for closing roads and streets in the city of Keila

The purpose of the regulation is to establish the procedure for applying for and granting a permit to close a publicly used road (hereinafter referred to as a street) located in the administrative territory of the city of Keila, as well as the tax for closing roads and streets (hereinafter referred to as the tax), the list of documents required for applying for a permit, and the general conditions for closing a street. The procedure for closing a public road is necessary to establish rules in the relevant field in order to make the conditions for closing streets, applying for a permit and conditions for issuing a permit unambiguous. The establishment of road and street tax is necessary to optimize the time of street closures, so that road and street closures disrupt traffic as little as possible. The street closing procedure and the street closing tax have been established in most Estonian municipalities. The regulation is valid from July 1, 2023.
When differentiating the tax rate, the following tax rates are used: 1) street of the first group - tax rate 200 euros per day; 2) second group street – tax rate 150 euros per day; 3) street of the third group - tax rate 100 euros per day. The complete closure of roads and streets with public transport traffic is twice as expensive. It is cheaper to close the street on the weekend.
6. Declaring the transfer of city property as failed
Due to the lack of participants, the City Council recognized that the transfer failed and the auction procedure ended in the public written auction of the properties to be formed for the purpose of residential land according to the detailed plan of the Tammiku tee 4 property, and tasked the City Government with organizing the sale of said properties in a decision-making process.
