The Keila City Council established a detailed plan of Tammiku tee 28.02.2023, Keila city, by decision No. 1-3/7 of 4. According to the current general plan of the city of Keila, small residential land was designated as the leading function of land use at Tammiku tee 4, but with the detailed planning of the Ehitajate tee 13 property and the surrounding area, the general planning solution was changed and land for public buildings was planned for the area. Therefore, with this detailed plan, it is proposed to change the management purpose of the land in the general plan, replacing the land of public buildings with residential land again. The detailed plan is in accordance with the newly adopted general plan of the city of Keila, where the land unit of Tammiku tee 4 is planned as a residential area.  

A complete residential area matching the landscape is planned for the land area of ​​approx. 6,5 ha, which enables living close to nature and values ​​the existing forest area. Haljasalamaa plots make up about 40% of the detailed planning area. The plan envisages 3 detached houses (small houses), 4 semi-detached houses and 8 terraced house lots (2 terraced houses with four stalls, 4 terraced houses with four stalls and 2 terraced houses with five stalls). The maximum permitted height of buildings is 9 meters and two floors. 2 parking spaces are planned per housing unit.  

The implementation of the plan will have a positive social and economic impact. During the implementation of the activities planned in the plan, no negative environmental effects are foreseen that would exceed the environmental tolerance of the site of activity.

On 31.01.2023, the Keila City Council established a detailed plan for the city of Keila, Park 1 and the surrounding area by decision No. 3-3/30 of 30, which changes the target purpose of the property on Park street XNUMX from social land (land for social buildings) to partially residential land, traffic land and green space land, the planned land area is assigned building rights, the built-up area of ​​the plot is delineated, the construction conditions of the buildings, the principles of landscaping and good management, the possible location of access roads and utility networks and facilities necessary for the operation of buildings and facilities, the need for easements, the scope of other restrictions on property ownership resulting from laws and legislation.

What is planned in the detailed plan is not in accordance with the current general plan, but the management purpose of the land becomes a residential development area, corresponding to the new general plan of the city of Keila, which is in process and has already been adopted. With detailed planning, it is proposed to change the current general plan.

The plan envisages 6 five-story apartment buildings with a maximum of 20 apartments (a total of a maximum of 120 apartments, the maximum allowed floor area of ​​one apartment building is 450 m2 and gross area 1750 m2), where about half of the necessary parking spaces and auxiliary technical rooms are located on the first floor of the building. The maximum permitted height of residential buildings is 18 meters. Each property has its own parking area planned, a total of 152 parking spaces are provided. The layout of the buildings is planned as two groups of 3 buildings, between which a natural green area with preserved high greenery extends, including a children's playground to be built.

The implementation of the plan will have a positive social and economic impact. During the implementation of the activities planned in the plan, no negative environmental effects are foreseen that would exceed the environmental tolerance of the site of activity.

On 26.01.2023, the Keila City Government established a detailed plan for the city of Keila, Tuula tee 2 by order no. 2-34/14 of 30.04.2002, which amends the detailed plan for the land between Tuula tee, Teadus street and Teadus tn 21 established by the Keila City Council's decision no. 2 on 14 and is planned for the property at Tuula tee 20 one plot for a small residential building, building rights and building conditions are determined, access, traffic management and provision of utility networks and landscaping are resolved. Since the valid detailed plan, which provided for the preservation of the property as green space, was more than 14 years old, its change is justified at the request of the owner of the property at XNUMX Tuula road. The established detailed plan is in accordance with the adopted new general plan of the city of Keila.

With the detailed planning, building rights are granted for the construction of one detached house (240 m2 built-up area) and one auxiliary building on the property. The maximum permitted height of a residential building is 7,5 m from the ground and an auxiliary building up to 5 m from the ground. A residential building can have up to 2 ground floors and an outbuilding can have one ground floor. Access to the planned lot is planned from Tuula road. It is planned to preserve as much of the high greenery on the plot as possible.

On 29.11.2022, the Keila City Council adopted the detailed plan of properties 1b and 3c on Jõe Street and the surrounding area (hereinafter DP) by Order No. 21-57/57. 

The planned land area is located in the southern part of the city of Keila, on the edge of the residential area, along Jõe street. Detailed planning includes Jõe tn 57b (29601:011:0045, size 34 m², production land) and Jõe tn 367c (57:29601:011, size 0025 m², production land) properties. The area of ​​the planning area is approx. 364 ha. The DP is in accordance with the general plan of the city of Keila.  
With the detailed plan, it is proposed to change the current general plan in terms of the management purpose of the land, replacing production land/commercial land with residential land. The detailed plan is in line with Keila's new general plan, which is currently being processed.  
The purpose of planning is tidy up the area and take the land into use as a modern living environment, also ensuring the sustainable operation of the existing small residential area.

The public exhibition of the sketch of Paldiski mnt 33 detailed plan (hereafter DP) took place on 21.02-07.03.2022. Public display

The public discussion took place on 08.03.2022 in the second floor hall of the Keila City Hall, where the DP sketch solution was presented and questions asked on the spot were answered. The topic of the DP sketch traffic solution was thoroughly discussed and it was decided to involve a traffic specialist in the preparation of the plan.
To introduce the revised planning solution, a new public discussion will be organized on 6.12.2022 starting at 16.30 in the second floor hall of Keila City Government (Keskväljak 11).

By order of 15.09.2022, the Keila City Government adopted decision no. 2-2/235 "Cermination of the detailed planning procedure for the property of Keila city, Haapsalu mnt 64 and the surrounding area", which terminates the preparation of the detailed plan initiated by the Keila City Government's order no. 07.10.2021 of 291 on the property of the city of Keila, Haapsalu mnt 64 and in the immediate area.

There has been no public display or public discussion of the DP draft solution, the plan has not been submitted for processing.
According to the initiation decision, the purpose of drafting the DP was to change the Keila City Council on 24.11.2014. a detailed plan of the Haapsalu mnt 38 property established by decision no. The purpose of the DP was in accordance with the general plan of the city of Keila.

On 02.09.2022, a person interested in detailed planning - the owner of the properties submitted a request to the Keila City Government to terminate the detailed planning procedure for the Keila city, Haapsalu mnt 07.10.2021 property and the surrounding area initiated by Keila City Government order no. 291 on 64.
Considering the fact that the DP procedure has stopped and has not progressed further than the initiation, and the owner of the properties is no longer interested in the preparation of the detailed plan, it is justified to terminate the preparation of the detailed plan.

On 30.08.2022, the Keila City Council adopted the detailed plan of Keila city, Tammiku tee 1 (hereinafter DP) by order No. 3-20/4. The DP covers the Tammiku tee 4 property (29601:002:0324) and the area is about 6,5 ha. The area is located next to the Tammiku road branching off the Haapsalu highway. The DP area is bordered on the east by the Barsbüttel residential area, on the north by the Keila health trails recreation area, and on the south and west by Tammik road.

3 detached houses (small houses), 4 semi-detached houses and 10 townhouse plots are planned, totaling 45 housing units. Plots of open land are also planned, which make up about 40% of the DP area. The DP area is located in the northwestern part of the city of Keila. The area is bordered to the north by Ehitajate tee, to the west by Kruusa tn, and to the south by detached houses on Pargi tn and the Pargi 4a property, where the singing field is located. DP covers the property at Pargi tn 30 (29601:003:0012) and the area is about 9 ha.
With the DP, 6 five-story apartment buildings with a maximum of 20 apartments are planned (a total of a maximum of 120 apartments), where approximately half of the necessary parking spaces are located on the first floor of the building. A natural green area extends between the two groups of buildings, where a children's play area is planned. Access to the planning area is planned based on the existing access roads from Kruusa street and Ehitajate road. Keila City Government established the detailed plan (DP) of Keila city, Harju KEK business district by order No. 10.03.2022-2/2 of 52. On 27.04.2022, the Keila city government updated the DP procedure with Order No. 2-2/93 and forwarded the DP materials to the Ministry of Finance for approval on 28.04.2022. On 01.07.2022, by letter No. 15-3/3755-3, the Vice-Chancellor of the Regional Department of the Ministry of Finance, on the authority of the Minister of State Administration, gave approval to the DP in accordance with Section 138 (3) of PlanS.

The submitted proposal was partially considered and a new insolation analysis was prepared. The DP, together with the necessary studies, must ensure a high-quality, balanced urban space with buildings and greenery in the area (designed based on environmental conditions) and a safe traffic management and practical technical equipment solution for special modes of movement.

The planned area is located in the northwestern part of the city of Keila next to the production area of ​​Harju KEK, right next to the 8 Tallinn–Paldiski highway and Geoloogide street. The planning area includes the property of Paldiski mnt 33 (29601:003:0190, designated transport land) and the size of the area is ~2,8 ha.

The planned property is built up, the center building, repair hall and salt warehouse are located there. The area between the buildings is mostly asphalted for roads and squares. There are also green areas and groups of trees in the middle of the property and on the border areas. Two-story apartment buildings are located to the east of the planning area, on the other side of Geoloogide street.

The purpose of the detailed plan is to grant building rights to the property at Paldiski mnt 33 for the construction of three production and commercial buildings and to determine land use conditions, architectural and construction conditions, restrictions, landscaping principles, parking and traffic management principles. The detailed plan is in accordance with the general plan.

The plan does not create new plots. Paldiski mnt 33 plot has been granted building rights for the construction of production buildings and commercial buildings (the maximum permitted number of buildings on the plot is 3, the area under construction is 10m2, storeys 1-3, height 12 m).

2021

On 22.12.2021, the Keila City Government adopted the detailed plan (DP) of the business district of Harju KEK with Order No. 371.

The planned land area is located in the city of Keila in the business and production area of ​​KEK. The detailed plan includes Paldiski mnt 19, 21, 23, Ehitajate tee 6 and Ehitajate tee section 1 cadastral units. The area of ​​the planning area is approx. 9 ha. The DP is in accordance with the general plan of the city of Keila.

Preparation of a detailed plan is necessary for partial modification of the current detailed plan. The purpose of the plan is to convert the former closed production area of ​​Harju KEK into an area of ​​businesses, offices and small production buildings suitable for the region, open to city residents and visitors, where a leisure center (experience center) is also planned.

A public display of DP will take place 14.01-28.01.2022. A public hearing on the DP will take place 01.02.2022 starting at 17.00:XNUMX Keila City Hall (Keskväljak 11). The property is located on the Tallinn-Paldiski highway, in the area between the Keila river and Maxima and is currently undeveloped (mostly grassland). The size of the planning area is ~1,5 ha. It is planned to build a multifunctional business building with a viewing platform and a riverside promenade on the property. With the DP, it is proposed to change the general plan, as the plan envisages the reduction of the construction ban zone on the river bank. The first public exhibition of the detailed plan of the property of Vesiveski I and the surrounding area took place on 29.03-30.04.2018. The public discussion took place on 30.04.2018. Keila City Council adopted DP on 29.05.2018 with decision No. 17. The Environmental Board has given its consent to reduce the construction ban zone on 18.10.2018. In the years 2018-2021, several different planning solutions were prepared, but it was still decided to continue with the planning solution adopted on 29.05.2018. Keila Linnavalitus organizes a repeated public exhibition, because it has been three years since the last public exhibition and it is a plan that significantly changes the urban space.

The construction of the planned building will have a positive impact on the development of the city of Keila in a socio-economic sense, as the construction of the multifunctional center will add additional services to the city. The area around the center remains for public use and access to the river is not restricted. Access to the river will be made easier and the entire area more attractive to visitors.

The Keila City Government informs about the status of the draft draft of Jõe 57b and 57c (hereinafter referred to as DP). On 17.09.2021, we informed that we considered ending the preparation of the DP, because there is strong public opposition against the construction of apartment buildings, and in the near future it is not realistic to spread the traffic load in the form of the construction of an additional railway crossing and the creation of a connection with the Haapsalu highway.

On 20.10.2021, the drafter of the plan (Architektuuribüro Korrus OÜ) forwarded the revised DP sketch drawing and explanatory letter. According to the sketch, only 2-story small houses and terraced houses are planned. The Keila City Government informs that the preparation of the DPu will continue.

A comprehensive planning solution will be developed in the next stage when preparing the basic solution. After the preparation and acceptance of the basic planning solution, at least one more public exhibition will be organized, during which all interested parties will also be able to present their views.

On the basis of Section 84 (1) of PlanS, Keila Linnavalitus (hereafter LV) announces that during the public display of the sketch of the detailed plan of Tammiku tee 4 (hereafter DP), which took place on 21.08.-20.09.2021, one written opinion was submitted. The public discussion took place on 21.09.2021 at 17.00:XNUMX in the hall on the second floor of the Keila municipality.

Keila LV introduced the changed DP sketch solution and answered questions. The initial sketch solution was changed due to the nature survey and the suggestions of the person who submitted the opinion. Additional objections to the planning solution were not submitted at the public hearing. 

Additional materials

On the basis of Section 84 subsection 1 of PlanS, Keila City Council (hereafter LV) announces that during the repeated public exhibition of the sketch of the detailed plan (hereafter DP) of properties 57b and 57c on Jõe st. The public discussion took place on 01.07 at 01.08.2021:03.08.2021 in the hall on the second floor of Keila City Hall, and 17.00 people participated in the public discussion. At the public hearing, additional objections to the planning solution were submitted by the residents of the area, because apartment buildings are not recommended for this area, as the traffic management has not been resolved. During the public discussion, it was agreed that LV will discuss the proposals made and the planner will add additions to the plan. The developer (Jõekodu Arendus OÜ) and LV met additionally on 42 and discussed the objections and change proposals presented during the disclosure, including a request to plan only terraced and single-family houses on the properties, which would lead to a smaller increase in traffic load compared to apartment buildings. On 16.08.2021, the developer submitted a final compromise solution to LV, where the number of residential units has been reduced by 06.09.2021, but apartment buildings are still planned. LV is considering ending the preparation of the DP, because a strong public opposition has emerged, and in the near future, spreading the traffic load in the form of building an additional railway crossing and creating a connection with Haapsalu mnt is not realistic. 

On the basis of Section 84 (1) of PlanS, the Keila City Council (hereafter LV) announces that during the repeated public exhibition of the sketch of the detailed plan (hereafter DP) of e.g. 30 properties of the Park, which took place on 01.07.-01.08.2021, no written opinion or change proposal was submitted. The public discussion took place on 10.08.2021 at 17.00:10 in the hall on the second floor of Keila City Hall, and XNUMX people participated in the public discussion.

Keila LV introduced the changed DP sketch solution and answered questions. Additional objections to the planning solution were not submitted at the public hearing.

On 19.08.2021, the Keila City Government adopted the detailed plan (DP) of the property and the surrounding area for the property of the city of Keila, Pargi tn 237, by order No. 3.

The planned land area is located in the center of Keila at the corner of Pargi and Kooli streets, opposite the school building. The planning area is about 0,4 ha. The DP covers the Pargi tn 3 property and sections of partially adjacent streets: Pargi tn 3, partially Pargi tänav T2, Kooli tänav T1 and Pargi tänav 1.

The plan envisages two up to 2-storey townhouses with 6 and 4 apartments (the largest number of apartments in total is 10) and the existing property will not be divided. Parking is planned within the property, and land is reserved for a public light traffic road. The purpose of the DP is to determine the land use and construction conditions for the property for the construction of a terraced or apartment building suitable for the area. The DP is in accordance with the general plan of the city of Keila.

A public display of DP will take place 13.09-27.09.21 on working days, the information counter and planning materials are available on the website of the city of Keila on the 11st floor of Keila City Hall (Keskväljak XNUMX). A public hearing on the DP will take place 05.10.2021 starting at 17.00:XNUMX Keila City Hall (Keskväljak 11).

DP solution and procedural documents: Park 3 DP

On 12.08.2021, the Keila City Government adopted the detailed plan (DP) of the cadastral units and the surrounding area of ​​the city of Keila, Veski tn 233 and Veski tn 4 by order No. 6.

The planned land area is located in the long-established production area of ​​Lõuna Keila, which has good road connections and developed communications. The property of Veski tn 4 is undeveloped, there is a production building on the property of Veski tn 6. The area of ​​the planning area is approx. 0,47 ha. The DP covers Veski tn 4 (29601:001:0217, production land 100%) and Veski tn 6 (29601:011:0075, production land 100%).

The purpose of the DP is to merge the properties of Veski tn 4 and Veski tn 6 and determine the building right to build a new production/storage building and to determine the principles of traffic control, technical equipment, fire safety, environmental protection, health protection, crime risk prevention, good order and landscaping. Two building areas are planned: one is on plot 6 Veski tn (the building's largest built-up area is 1930 m², fully built 72%, 2 floors, the building's greatest height is 11,1 m) and the other is Veski tn 4 (the building's largest built-up area 1640 m, fully built 80% , 1 floors, maximum building height 9,3 m) on the plot. The DP is in accordance with the general plan of the city of Keila. The construction of the new building is necessary for the expansion of the production company (cocoa, coffee, tea and seasoning packaging, temporary storage) located on the properties of Tehase St. 6 and 8.
