Establishing limits on housing costs for the determination of subsistence allowances
In the case of a child's birth, support is paid to a parent or a guardian or a parent of a foster family if the city of Keila is the residence of both parents or a single parent or the parent of a guardian or a foster family in the population register as of January 1 of the year of the child's birth and the child's residence as of birth registration.
If the resident of the city of Keila is a child and one of the child's parents, the birth allowance is paid at half of the allowance rate.
The allowance is paid in two parts based on the parent's application: the first part is 60% of the birth allowance rate - within three months after the child's birth, and the second part is 40% of the birth allowance rate - when the child turns one year old.
The second part of the birth allowance is paid on the condition that at the time of its payment the child and both or the child and one parent are still residents of the city of Keila. If a resident of the city of Keila is one of the child's parents by the time the second part of the support is paid out, then half of the second part of the support rate will be paid.
The allowance amount is determined based on the allowance rate in effect on the date of the child's birth.
The rate of birth allowance in 2023 is 500 euros per child.

Preschool participation fee support is an income-dependent support. In order to receive support, a person or his representative submits an application to Keila City Municipality.
The city government has the right to request from the applicant or his representative documents proving the family's income and the housing costs to be paid in the current month, as well as additional data to assess the need for support.
The right to receive support is created if the housing costs to be paid in the current month are subtracted from the net income of the previous month of a person living alone or of all family members, and then less than 375 euros remain for each family member.
Preschool participation fee support is paid to partially or fully compensate the part of the costs of municipal and private preschools covered by parents.
The subsidy for the participation fee of the preschool institution is paid to the service provider of the preschool institution on the basis of an invoice.
If the parent has already paid the participation fee, the preschool participation fee subsidy is paid to the parent based on the cost documents.
In 2023, the participation fee subsidy rate for a preschool institution is up to 70 euros per child per month.

The purpose of the support for a child at home is to support Keila families with a 1,5 - 3-year-old child who has not been offered a kindergarten place in the city of Keila and who does not use a place in private childcare.
The subsidy is paid under the following conditions:
– According to the population register, the residence of the child and both parents or a single parent is in the city of Keila as of January 1 of the year of payment of the allowance and during the entire period of payment of the allowance;
– If a resident of the city of Keila is a child as of January 1 of the year of payment of the allowance and only one of the child's parents is, half of the allowance rate is paid for the child at home.
– The child has not been offered a place in a municipal or private kindergarten and the child does not use a private childcare service;
– The child is registered in the kindergarten queue of Keila city In the educational services management system of the city of Keila, ARNO
The amount of the grant is 350 euros six. In order to apply for support, an application must be submitted through the SPOKU support online environment in the month preceding the payment.

The support of a child going to school for the first time is paid to one of the child's parents, guardian or single parent, provided that the child and both parents, guardian or single parent have been residents of the city of Keila, according to the population register, at least since January 1 of the current year before the child goes to school for the first time.
If, as of January 1 of the current year, according to the population register, the residents of the city of Keila have a child and one parent, the amount of the subsidy paid is half of the subsidy rate.
The application for support can be submitted in the school year from August 1 to October 30.
Support is paid if the child's parents have no unfulfilled financial obligations to the Authority.
The subsidy rate for a child going to school for the first time in 2023 is 150 euros per child.

The allowance for a family with children is an income-dependent allowance. In order to receive support, a person or his representative submits an application to Keila City Municipality.
The city government has the right to request from the applicant or his representative documents proving the family's income and the housing costs to be paid in the current month, as well as additional data to assess the need for support.
The right to receive support is created if the housing costs to be paid in the current month are subtracted from the net income of the previous month of a person living alone or of all family members, and then less than 375 euros remain for each family member.
Support for a family with children is paid to the child's parent, guardian or contractual caregiver to compensate for the child's school supplies, clothes and other reasonable expenses. The subsidy rate for a family with children in 2023 is up to 200 euros per child per year.

The child's hobby and camp allowance is an income-dependent allowance. In order to receive support, a person or his representative submits an application to Keila City Municipality.
The city government has the right to request from the applicant or his representative documents proving the family's income and the housing costs to be paid in the current month, as well as additional data to assess the need for support.
The right to receive support is created if the housing costs to be paid in the current month are subtracted from the net income of the previous month of a person living alone or of all family members, and then less than 375 euros remain for each family member.
The grant is paid to partially compensate the costs of the child's hobby and camp.
The rate of children's club and camp support in 2023 is up to 200 euros per child per year.

Support for a child under guardianship is paid to the guardian of a minor child without parental care, if the child lives in the city of Keila according to the population register.
If the child studies in elementary school or upper secondary school or in a vocational education institution based on elementary school, the allowance is paid until the child turns 19. Upon reaching the age of 19, the allowance will continue to be paid until the end of the current academic year.
To apply for support, the guardian submits a one-time application to Keila City Government.
The allowance is paid monthly.
The allowance rate for a child under guardianship in 2023 is 50 euros per child per month.

The allowance is paid to partially compensate the expenses incurred for the transportation of a child and student with special needs to and from an educational institution or pre-school institution until the student reaches 24 years of age. Upon reaching the age of 24, the allowance is paid until the end of the current academic year.
When using a personal car, a statement is submitted to the Keila City Government every month, in which the kilometers traveled to and from the child's educational institution or pre-school institution and the number of days attended are indicated.
When using a personal car, the allowance is 0,2 euros per kilometer, but not more than 160 euros per month.
When using public transport, documents certifying the costs of travel must be submitted with the application.
The subsidy rate in 2023 is up to 160 euros per month.

The subsidy is paid to residents of the city of Keila starting from their 75th birthday and for each subsequent birthday ending in 0 or 5, based on the population register data.
The subsidy is paid out after the beneficiary submits the bank account number to the Authority.

The allowance is paid for the care of a disabled child aged 3 to 18 to the child's legal representative or a family caregiver who cannot work due to caring for the child.
In order to apply for support, the legal representative of a disabled child or a caregiver in the family, who cannot work due to caring for a disabled child, submits a one-time application to Keila City Council.
The allowance is paid monthly.
The subsidy rate in 2023 is 70 euros per month.

Carer's allowance is paid to the carer assigned to an adult.
According to the population register, the applicant for the caregiver allowance does not have to be a resident of the city of Keila.

Living allowance is the state's financial aid to needy people and is paid by the local government. The calculation of subsistence allowance is based on the net income of the previous month of a person living alone or of all members of a family, the housing costs to be paid in the current month, and the subsistence limit. In 2023, the subsistence limit for a person living alone or the first member of a family is 200 euros per month, the subsistence limit for the second and each subsequent adult member of the family is 160 euros per month, and the subsistence limit for each minor family member is 240 euros per month.
In order to apply for subsistence allowance, an application must be submitted to Keila City Government with the following attachments:
1. Statements of the bank accounts of all family members for the month before applying for support, bank statements of the three previous months when applying for support for the first time.
2. Bills for housing expenses are due for payment in the current month (in an apartment building, the bill submitted by the cooperative, in a private house, water and sewage, garbage collection, and electricity bills).
3. When applying for the first time, the supplement to the subsistence allowance application about the property owned or used by the applicant and his family.

The subsidy is paid to the funeral organizer in the event of the death of a resident of the city of Keila. In order to apply for support, an application is submitted to Keila City Government within six months after the death is registered in the population register.
The allowance amount is determined based on the allowance rate valid on the date of the person's death, which in 2023 is 240 euros.
Funeral allowance is not paid if the person's funeral was organized and the costs were covered by the local government, or if the person's burial received support from another local government unit.

The social allowance allocated in other justified cases is an income-dependent allowance. In order to receive support, a person or his representative submits an application to Keila City Municipality.
The city government has the right to request from the applicant or his representative documents proving the family's income and the housing costs to be paid in the current month, as well as additional data to assess the need for support.
The right to receive support is created if the housing costs to be paid in the current month are subtracted from the net income of the previous month of a person living alone or of all family members, and then less than 375 euros remain for each family member.
The grant is paid to cover other justified expenses.
In other justified cases, the rate of support allocated in 2023 is up to 400 euros per year.
