The purpose of the home service is to ensure the independent and safe living of an adult in home conditions, maintaining and improving his quality of life.
In the provision of home services, a person is assisted in tasks that the person cannot perform without assistance due to health conditions, functional capacity or living environment, but which are necessary for living in home conditions.
The content and operations of the service are determined according to the needs of each service applicant and fixed in the care plan.
Home service is provided by Keila Social Center.
The home service is paid for by the service recipient.
A person who, according to the population register, lives in the city of Keila has the right to apply for the service.

The purpose of the housing guarantee service is to ensure the possibility of using housing for a person who, due to his socioeconomic situation, is not able to provide a housing that meets the needs of himself and his family, or who, due to a disability, has difficulties moving or managing himself in a housing owned or in his possession.
The housing guarantee service is provided in accordance with the rules for the use of housing in the city of Keila established by the Keila City Council.
The allocation of housing is decided by the Keila City Government on the proposal of the Housing Committee.
In order to use the housing guarantee service, a written rental agreement is concluded with the person, in which the conditions for the use of the housing are determined.
A person who, according to the population register, lives in the city of Keila has the right to apply for the service.

The purpose of the general care service provided outside the home (hereinafter referred to as the general care service) is to ensure a safe environment and support for an adult who, due to health conditions, ability to work or the living environment, is temporarily or permanently unable to cope independently in home conditions. XNUMX/XNUMX general care service is available to a person who cannot provide the necessary help with other social services.
The cost of a nursing home place is divided between the person who needs the service and the local government. The city of Keila pays the costs of care personnel (salaries of care workers and auxiliary care workers, work clothes and personal protective equipment, health check-ups, vaccinations, trainings and supervision) from the cost of the nursing home service up to the established limit. The person pays (deductible) costs related to accommodation, meals and other personal needs.
The Keila City Government established the limit for paying the costs of care workers and auxiliary care workers directly providing the service in the provision of round-the-clock general care services provided outside the home from July 1, 2023, up to 700 euros per service recipient per month. If the personnel costs in the nursing home are more than 700 euros from the monthly accommodation fee, the difference between the limit and the personnel costs must be paid by the person himself or his relatives.
If a person's income is lower than the average old-age pension of the previous year (below 2023 euros in 635,89), the city compensates the difference between the person's income and the average old-age pension, if the pension is insufficient to pay the deductible.
If the person himself or his family members cannot pay the expenses exceeding the limit, the competent official assesses the solvency of the person and his dependents and makes a decision to pay for the service from the city budget.

If, as a result of the assessment, it turns out that the person does not need round-the-clock general care services, the social worker can offer social services that support living at home. In this case, the person still has the option to go to a nursing home, but then he has to pay the nursing home fee in full.

The purpose of the support person service is to support independent living in situations where a person needs a significant amount of additional help in fulfilling their obligations and exercising their rights due to social, economic, psychological or health problems.
The assistance consists of guidance, motivation and the development of a person's greater independence and self-responsibility.
The additional goal of providing a support person service to a person raising a child is to ensure the child's care and a safe and supportive growing environment.
The purpose of providing a support person service for a child is to support the child's development in cooperation with the person raising the child, including, if necessary, performing care activities for a disabled child. The support person helps the child in developing activities, guides and motivates him to cope with everyday life, helps with communication with family members or outside the home.
The support person service is free of charge for the service recipient.
Support person service is generally provided by Keila Sotsialkeskus.

The purpose of the personal assistant service is to increase the self-sufficiency and participation in all areas of life of an adult who needs physical assistance due to disability, thereby reducing the burden of care on the legal guardians of the person receiving the service.
When providing the service, the recipient of the service is assisted in activities for which the person needs physical assistance due to a disability. A personal assistant helps a person in activities of daily life, such as moving, eating, cooking, dressing, hygiene, housework and other activities in which the person needs guidance or assistance.
The recipient of the service has the right to choose the person directly providing the service. If necessary, the recipient of the service will be assisted in finding a person who will provide the service directly. The recipient of the service has the right to meet with the person directly providing the service to assess their suitability before determining the person who will provide the service.
The personal assistant service is provided by Keila Sotsialkeskus.
The personal assistant service is free of charge for the service recipient.

The purpose of the social transport service is to enable a disabled person whose disability prevents the use of a private or public vehicle, including children with special needs, to use a means of transport that meets their needs to travel to work or an educational institution, or to use public services, within the meaning of § 2 (1) of the Act on Social Benefits for Persons with Disabilities.
When applying for the social transport service for the first time, the person presents reasons that prevent the use of public transport and, if possible, the source and destination of the transport.
The service is provided by Keila Sotsialkeskus. The public authority may enter into a service provision agreement with other service providers.
The social transport service is paid for by the service recipient, except for children with special needs.
